Tuggle Cooper was a Hobbit who served Svinder Tossel, a rogue of Sharkey's Company as his contact in Frogmorton. He thought his employer was as mad as a hatter, but felt obliged to go along with Svinder's plans until he could think of a clever and safe way to betray him.
