Realm of the Pezar

Pezarsan (Hor "Realm of Pezar"), the settled country of Near Harad east of Haruzan centered on the river called the Ode Pezar and the paved khand road expanse of the Rak Harmal. The lands that were collected under this name changed rulers repeatedly over the course of the and Third Ages of Middle-earth, but life continued from dynasty to dynasty, revolving around riverside farming, sheep and goat-herding, and trade along the caravan routes to the east and south. A number of towns and cities could be found here, as well as roving clans of nomads and companies of merchants of many nations. Gondorians and Umbareans mingled here more or less freely. Local Haruze governments usually would not allow them to resolve their traditional grievances with violence.
