Saruman served as the undisputed Lord of Isengard, ruling with pitiless authority. However, he did not personally oversee the operations and preparations for war on day-to-day basis, preffering to stay in the safe confines of his Tower of Orthanc from where he plotted his part in his master, Sauron's conquest of Middle-earth, while seeking the One Ring for himself. Many tasks were entrusted to an inner circle. Though they had earned Saruman’s favour and approval, none of his servants had earned his trust: Saruman scrutinized all of their efforts, and informants helped police their fellow minions.
