Harwan was a late third Age term for Near-Harad or it's inhabitants.It is unknown if the term was of indigenous or Westron origin though it may have been derived from the name of the Harûze.

"Harwan" appears on early sketches made by JRRT for the Lord of the rings.The term is believed to be influenced or derived from anglo-saxon "Sigel-hearwan", an old name for Aethiopia.
