Arnor's ninth King (T.A. 652-777), Elendur was the son of Valandur of Arnor and married to Uineniel of House Eketyar who bore him Eärendur of Arnor who would become Arnor's last King. Like his grandfather Tarcil of Arnor, Elendur sensed the decline of the Dúnedain and was known to be a bit of a paranoid character. He used to surround oneself of seers an astronomers, trying to indentiy any signal capable of saving his decadent kingdom. He use to seclude himself for weeks, at the highest tower of Elostirion, where he tried in vain to obtain a message from the West. Despite all this, he tried little to enhance,Arnor weakened army, and by the end of his rule, many border garrisons and strongholds where in absolute state of ruin or abandoned.
Elendur had two brothers who acted as the vice-regents of Cardolan and Rhudaur, (Eldamir and Ciryostan).
