The Council of Lords was an institution that existed in the Second Age prior to the formal establishment of the Kingdom of Gondor, and was reconstituted after the death of Eärnur to replace the former Crown Council. The council was usually presided over by the Steward and attended by the lords of the fiefdoms. Denethor II summoned the council on 11 March T.A. 3,019.
