A Civil Servant is a person working in the service of the Government, the King, the county, or city. In Middle-earth, Civil Servants could be a wide array of different professions, from different kinds of Administrators, Scribes, and School-teachers, to tax collectors, judges and lawyers and Masters. In some societies Civil Servants could be a distinct class of Scholar-bureaucrat, Scholar-official, or Scholar-gentry. Sometimes Civil Servants would also be organised in their own Guilds or guilds would deploy their own bureaucrats.
