
Celepharn was the fourth King of Arthedain (T.A. 1110-91). His father was Mallor; his son was Celebrindor.

During his reign, the first tribes of hobbits cross the Misty mountains and settled in Eriador. Most of these were Fallohides and Stoors, joining the Harfoots, who had come earlier during the time of Celepharn's grandfather Beleg.
Stubborn an decided, he tried to boost political and military reform, to try to equate the Southern Kingdom, Gondor, that reached the height of its power under Atanatar II Alcarin.
In TA 1151 he proclaim the edict Dambeth Aglaren ( Glorious response) where every male between 20-25 years old, had to serve in the royal army at least 13 months. At the same time the military budget, was duplicated, that lead to the developing of new technologies, like the Innas Ecthelen, a siege ballista that could throw iron bolts at distances up to over 1000 yards.
These policies where put to the test in TA 1173, when a large incursion of orcs from the Misty Mountains, attacked the eastern borders of the reign.Albeit the arthadan troops suffered nearly five houndred casualties, utterly no orc or troll returned to the shadows of the Hithaeglir.
He was remembered with joy and nostalgia in the memory and accounts from the Northern Kingdom
