The cat of nine tails or simply the cat was a special whip (more precisely: scourge) used by the Black Númenóreans and the Corsairs of Umbar as a tool for physical punishment of slaves and underlings. It traditionally had nine thongs as a result of the manner in which rope was plaited, and a claw attached to each thong.
